Footpath on Percy St obstructed by cars

Sent to Oxford City Council and Oxfordshire County Council 8 months, 2 weeks, 3 days, 3 hours, 39 minutes later. Council ref: 812582.
The footway on Percy street is completely obstructed by parked cars. Children are forced to walk in the road. This is dangerous and completely unacceptable - please could urgent action be taken? Thank you.

Had a pleasant phone call from a council officer, who was sympathetic to the problem and promised to raise it with his bosses - but no action on the ground, and the problem is getting worse :-(

Getting even worse - obstruction of footway now spreading to both sides of Percy street. No action had been taken - shameful!

Vehicles obstructing footways should be reported to the Police as Oxfordshire County Council have no authority over this matter. However OCC are working with a local residents group with a view to introducing a controlled parking zone in this area which may help to resolve this issue.

I notice that Oxfordshire County Council have changed the state of this report to "not the council's responsibility". So who will take responsibility for this? Can the council really just say "not our problem" and walk away from this with no attempt to join up with whichever public authority it feels should be sorting this? This is a DANGEROUS situation, and people living on and around Percy Street are being shamefully failed by the public authorities.

Again this has been changed to 'no further action', even though the problem is persisting. People in wheelchairs and parents with buggies are being forced into the middle of the road.
According to the the County Council website, Obstructions to the road or pavement section: "If a person without lawful authority or excuse, in any way wilfully obstructs free passage along a highway, they are guilty of an offence and we - as the Highway Authority - have legal powers to enforce the removal of the obstruction."
It is an OFFENCE to obstruct a pavement, and it is the County Council's responsibility to remove any obstruction. Again, according to your own website, TVP can remove vehicles on the Council's behalf if they are "parked in a way that may cause obstruction to emergency services, traffic or pedestrians".
