Potentially dangerous tree on footpath near blocks of flats

The branches are breaking off and flying down onto footpath and into my garden, some smashing against my back doors. The branches breaking off are getting bigger and the recent wind has bent some very large branches over. Concerned someone may get hurt walking down the footpath off Coopers rise or it may eventually fall into the flats. You can see a large branch on right now bending right over. The branches look rotten as the tree is being eaten by mistletoe.

I did have emails from various departments with the council. Each claiming not their responsibility! There are now some quite big branches that have fallen onto the footpath - thankfully looks like they haven't hit anyone and I ma still clearing up fallen branches from my garden. I suppose it will take an injury for someone to do something about it - our council tax will no doubt pay for the compensation claim!
