Storm has BLOWN AWAY BALCONY - DANGER 20FT DROP EXPOSED

I live at no2 collett road ware ( pin on map wouldnt cross road ! To exact ) my back door & all bungalows open on to the roof top of garages below. I understand that building & very damaged fence are the responsibilty for maintaining .. of an elusive Management company : nothing to do with my Own property 10yrs ago now when I moved here ..some of the same panels blew off (were in AWFUL RUSTY BOLTS state then) & hit my brand NEW just fitted double glazed french doors . After 18mths chasing via sleuth work & persistence .. Nothing was done ( in spite of replacement needs of Delapidated old fence ...even then ie 10 yrs ago ) But to one day return to my house & find the old bolts / fallen panels re-fitted but just with Yellow triangular HAZARD notice attached ..to warn of unrepaired DODGY FENCE ! NOT GOOD ENOUGH SURELY ?? as proved today ..winds have collapsed 50% of the barrier to manys safety Health & Safety issue at least for Whoever responsible for compliance of safety standards ? Of streets or public place Lucky ! Had the massive breakage fallen the other ..big drop side ..where cars are parked & people walk Could have been a SERIOUS incident Were it just the wind today .. When for 10 yrs it was advised & labelled as dodgy Hazard .. Then wouldnt be quite so bad Ie HAD STRUCTURE been replaced / safely maintained on notification Had it been sturdy (& note fell in one piece cos unstable parts) It likely wouldnt have budged Nothing else around has been blown over ! I dont have any idea of 'who ' responsible or direct report .. But just as with any other safety infringement Someone at council (?) In position of authority For Safety of structures etc WILL surely be able to trace & enforce Safe repair ! It cant be left as the hazard to all that is .. For another 10 yrs Nor until their is a SERIOUS incident in consequence of disrepair that would then drag out the h&s executive en masse to find the responsible body I dont have the knowledge Nor means to do again 10yrs on.. And obviously my many previous efforts Didnt work beyond 18 mth delayed minimal titivation to a rotten old fence that is in dire need of urgent & proper Attention Needs to be reported URGENTLY & FIRST TO A safety buildings Officer ..i guess initially at Council offices
