6 comercial waste bins overflowing and obstructing the passage

Those bins that belong to the businesses in the high street and flats. It is constantly, nearly everyday, overflowing with rubbish. It attracts lots od flies and pets and with this heat the smell is awful. To add to that they also obstruct the passage and attract flytipping. Can them be moved elsewhere where they are properly managed instead of being left near homes that have to deal with this behaviour
