The owner of the bin is at 3, Stirling Drive. She leaves the bin outside 1, Lumley Court all the time, and actually drives her rubbish from her house to the bin. We are visited by seagulls daily, sometimes at the crack of dawn, and have rats visiting through the night, causing littering in our street, not hers. Would it be possible to get her to keep her bin on HER property? This isn't the first time she's been reported.
