Unkept lavender bush

I wish to make a complaint about it, as you can see its encroaching on the majority of the pavement, I am forced to push my double buggy onto the road because of it which is obviously unsafe, it is also covered in bees and wasps, there is Nursery on the same street, I wouldn't like to think (apart from my child) other children could be possibly get stung.
Please can you instruct them to demonstrate more consideration and significantly cut it back
