Black bin bags left out way too early for collection outside this AirBnB have been ripped open and contents spreading around

There will needs to be a policy regarding educating and possibly fining this AirBnB landlords as their irresponsible behaviour is making a completely unnecessary and expensive mess that constantly needs tidying up by residents!
