Blocking access from fire exit

There are bins here majority of the time - rats/mice are seen rummaging through bins sometimes & homeless also. These bins are also used as cover to carry out Anti social behaviour. The situation improved for a weeks & has now reverted back to bins blocking the fire exit aswell as causing an eye sore to say the least.
