Badly kept flower bed

This flower bed is constantly scruffy i cannot remember the last time it was pruned, weeded and had nice flowers in it. Its a mess. Yes Pettswood flower beds are well maintained by Idverde? I have reported this flower bed and grass area many times nothing changes quick spruce up then its left again!!
