Uninsured, untaxed and no MOT

This vehicle has been abandoned on the pavement for a considerable period, despite being reported at least twice previously. Weeds are now growing around it, indicating it has not been moved for some time. It has no current MOT, no tax, no insurance and no registered keeper. It is also attached to the rear of a tow truck, which has likewise remained stationary throughout this time. The obstruction is preventing full use of the pavement and appears to have been abandoned.
