Turn right signal light is intermittent

I’m familiar with these lights and how they work but the turn right arrow flashes instantly but doesn’t stay on. The oncoming traffic never stops when turning right over the bridge. When you edge forward to take the right turn you can be left stuck in the middle of junction and the lights will go red, never giving you the opportunity to go
