Obstruction caused by wall/building problem

Hello
I’m trying to establish ownership / responsibility for a footpath / bridleway which runs behind my property
I called into Stoud Council office and they suggested it’s Glos Highways.
Issue is that part of the Stonehouse Bag Mill land ( the other side of the pathway) has been changed to allotment.
Someone on said allotments has been cutting down the hedgerows upon the footpath.
This causes two issues:
1. Both my back garden / windows can be overlooked by people in allotment - also our view is now spoilt as we can see electricity sub station etc.
2. Perhaps more important! The hedgerows along the footpath are home to wildlife. We are lucky to have so many small birds, hedgehogs etc.
This is taking away their natural habitat.
I wish to know who owns said hedgerows and what can be done to stop this destruction and replace.

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
