Standing water around north side curb/crossing at junction of Farnborough Road & access road to Arena building

When it rains water doesn't drain away from the north side of the pedestrian crossing at the junction Farnborough Road and the access road to the Arena building/complex (opposite old ham & blackbird site). This means the dropped curb leading onto the pedestrian crossing has standing water.
The concrete bollard on the pavement has also suffered some critical event and is no longer there which means cars have been cutting the corner and this in turn means;
1. The standing water plashes pedestrians when cars cut the corner quickly driving close or on the curb.
2. Pedestrians have to jump over the water to cross the road which in wet/icy conditions is not safe by a fast moving road.
I have included a google maps image highlighting the exact location of this problem.
Please investigate and rectify.
