Severe blocked road drain flooding the bus stop and pavement

The road drain (highway gully) located inside the bus stop cage directly outside my shop front is completely blocked and holding stagnant, foul-smelling water. ​Whenever it rains, the drain fails instantly, causing heavy flooding across the pavement. Because it is inside the bus stop, pulling buses splash this foul water directly onto the footway and towards the shop entrance, creating a severe slip hazard, a public health nuisance from the smell, and directly disrupting business trading. ​Please send a highways team with a jetter/gully sucker to clear the subsurface blockage.
