Really long grass all around Marlborough Gardens, worse opposite the park

The grass just doesn't seem to be being cut. The grass on the park has been done. Normally the rest of the grass is done at the same time. dogs and other animal are using it as their litter tray and people are just chucking rubbish down into it as it so long
