Irresponsible dog owner

This guy parks here a few times a week stays in his car let's his dog out to use the toilet whilst he has a cigarette in the car. His dog does a poo he chucks it back in the car and drives off. He's been asked to clean up after himself but refuses to and becomes aggressive. Car reg WN74 LVU
