Witnessed a recycle employee purposely dump recycle

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 9587035.
Witnessed a recycle employee pick stuff out of the recycle box and drop it on the floor and I quote “ fuck it “
Angry is beyond it residents spend their own time collecting the rubbish that they have already put into the recycle boxes for a “ paid collection service “ to simply throw it everywhere and then proceed to get paid to collect it again the next week we need to add fines for incompetence
I’m a business who had a council employee come to our business and had the cheek to question us about potential waste dumping near by maybe they need to look into the company’s they employ to collect the waste that is being thrown everywhere
