Druggies living outside shrublands house on Morgan avenue,Torquay..attracting dangerous people..supposedly a rehabilitation place and you get people seemingly allowed to live outside the wretched place and take drugs and encourage others to do so..same imbeciles hanging around torrechurchyard intimidating the elderly..police a total failure..Torbay council a bawdy pathetic bunch of incapables
