Road traffic sign on Horsepool Street Brixham facing wrong way

There is a triangular road traffic sign on Horsepool Street (opposite 23 Horsepool Street) warning drivers to a potential hazard (I think it may be warning them there is no payment so pedestrians may be in road). It has been turned 90 degrees which means drivers cannot see it.
