Persistently blocked drain

This drain is constantly being reported as blocked. OCC say that it’s been unblocked but it’s evident that there is still something wrong with the drain. The 2 photos were taken on 2 separate occasions after OCC last "unblocked" it. In between, we had a massive heatwave with 6 days of 30+ temperatures but the drain was brimming with water. As of today, it is flooded and water cannot escape into the drain.
There is something fundamentally wrong with this drain if water cannot drain away (these photos are symptomatic) so OCC's gully emptying truck is not going to make any difference. Since previous efforts to deal with this problem have not been successful, OCC need to try something different and it needs to start by identifying the cause for this drain not to function as designed.
Why is this important? 1. This drain is in exactly the location described in the s19 report of 3 June 2025 concerning surface water flooding. 2 OCC have a statutory obligation to deal with “nuisance” flooding and residents need to be assured that everything is being done to prevent this.
