Torbay council a complete farce and failure and they enjoy messing people around.blocked drain outside 20 church st,Torquay.rainwater supposed to run into it.never seen it blocked so badly. I have contacted various media outlets about it. I don’t need to take a picture.common sense needs to prevail.obviously loose metal on pavement and southwest water full of excuses.louts hanging around aswell nr torrechurchyard from church st end no police as they are a police farce not a police force
