I have reported this issue twice now and each time it has been closed as "fixed with Gulley Clearing Program scheduled for March".

It was NOT fixed. The team came, removed the top 12 inches of mud and left. The drain is still blocked and needs to be properly cleared so that water can flow away not pass over a full drain.
