Damaging pavement to help run business

My parents live near this ‘building site’ and were told when all the neighbours complained at the beginning of the year, that the grass verge would be returned. (When I contacted the council every department denied any knowledge or it wasn’t their responsibility or pushed the blame.)
Surely no better ‘fix my street’ after someone replaced the grass with stones, to enable them to run a business in a residential area.
This is simply vandalism to a public street; it has been like this for the last nine months. when will it be fixed?

Nothing has yet been done after seven months because the council stupidly “have attended site on several occasions but there have been vehicles which have prevented us from carrying out the works” and nobody has asked them to move the vehicles, the cost of sending council workers to the site on “several occasions” have come out of the council tax. it’s a poor excuse.

The person who did this vandalism is an employee of the council so has been allowed to get away with it, how is that right?.
