Householder putting bollards in road to reserve parking

Householder is reserving a parking space in Stanley road right outside their house by placing their own bollards in the road. One bollard looks like a Police one? They have put up a disabled sign on one bollard and their wall to support this indicating motorists not to park, but if disabled why do they not have a designated road marking space from the council? This has been going on for months. If a child or dog walker collide with these bollards which you can't always see in the dark who is liable?
