Surface dressing not adhering at all

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 9464280.

The whole of the crescent has just been surface dressed, which aside from being a terrible maintenance and repair method, it doesn't appear to have had anywhere near enough tarmac layer beneath it for the material to adhere to. There is circa 2cm of completely loose material on top of the whole surface that blatantly isn't going to stick no matter how it's compacted
