Car parking on junction causing obstruction

There is a piece of road which is L shaped right next to a junction and when people park there it causes a obstruction as emergency vehicles would not get into the cultural sack this is a ongoing issue which I believe the road in question needs double yellow lines so people cannot park and obstruct the junction if it is bin day the bin lorry will not go down to empty the bins as the vehicle parked across the junction and parking in the L shaped part of the road
