Accumulation of dead leaves

The Home Oak trees in the adjacent park have an extensive leaf fall. The leaves do not decay but slowly accumulate and block the road gutters and often the drains. The repeated accumulation is hazardous for elderly pedestrians and and an ongoing nuisance to immediate residents. There appears to be no efforts to clear thes dead leaves
