No road works being done

In the last week, 11th May, there is road works where no actual road works are being completed. In the last 7 days I have not seen anyone do any work and there are cones and traffic lights there which are causing chaos, my members at the Pencoed Technology Park Bridgend are complaining of late deliveries. Why is there road restriction in place where no work is being done ?
