The drain is blocked problem

For over 2 years water has been flowing down the minor road from Dowdeswell Church to the junction with the A40.
The water flows across the A40 causing damage to the road surface. In frosty weather the water freezes creating a serious hazard on the A40 at the Dowdeswell junction.
I have pointed this problem out several times to Gloucestershire Highways over the past few years, but nothing has been done about it.
I have inspected the Dowdeswell road to see where the water comes from and it appears to be the result of a blocked drain.
I would be happy to visit the site with someone from GH to explain the cause of the problem.
