Dozens of cigarette butts outside 8 Corneville Rd

I have previously reported this and the mess was cleared up, but it is back. There are dozens of cigarette butts in the road, gutter and drain cover (so I guess also the drain) outside number 8 Corneville Road.

Not sure how they get there and never seen anyone smoking anywhere nearby, but it is unsightly and possibly dangerous if they are blocking the drain and drain cover.
