Missing sign prohibiting parking for fire service access

The area behind this apartment complex is used for bin storage and can be used for deliveries. However, during the day, it is used for parking by various parties. I am concerned that if a fire breaks out in the apartments above, emergency services won't have access in time, which endangers lives. This situation has been the same for over two years now. Where could I get a sign to put up?
