Trees too tall

Trees are overhanging my boundary and are very tall … have not been cut in height since I’ve lived here which is 25 years. I know I can cut to my boundary but don’t see this should be at MY cost when council own them. Plus they block sunlight in my garden and if there was freak weather condition they would fall onto my house !
