Overgrown hedge/sharp brambles at edge of withywood park

The edge of Withywood Park, Riverland Drive side, there are some tall plants/bushes that have long overgrown branches with sharp brambles on them. These ones are behind the railings, inside the park, but they frequently hang over the pavement. They are very sharp. At the lower end of the park on the same road are some heavily overgrown bushes which shrink the size of the pavement. I am currently working with a blind lady who utilises this path with her guide dog and she often gets scratched in the face by the brambles. Please cut the huge bush right back as well as the smaller bushes that are behind the railings.
