Workmen have closed off a section of path and road

Workmen atvthe house over the road from my house are dumping the rubble from what they have been digging up on the oath outside the house blocking all of the path and nearly half of the road. This is a small street and also there are no signs or any indictation that this might happen. This house is on leamington grove ormesby
