Cars parked in cycle lane forcing school children to move out in to middle of the road

There are a number of cars that are always parked in the cycle lane, forcing school children to move out in to middle of the road. This morning a young lady was almost knocked off by the following car that blasted his horn at her for moving out in to the road to get past the cars. Can these cars be issued with parking violation tickets to encourage them to park with more care and respect for other road users

Cycle lane is of type A so should not have cars parked in it.

So today the school kids were forced to abandon the blocked cycle lane (at least 5 cars parked illegally in the lane) and cycle to the right of the line of queuing traffic on the road putting them in danger of being hit by the on coming traffic, this is an extremely dangerous situation caused by those parked cars

Just to add to the pain, builders have started working property adjacent to the road with the cycle lane and its now blocked with all manor of builders vans and cars, Please can this be addressed as the safety of the children cycling down this road is at risk

Thank you for your enquiry. I apologise for the delay in responding to you. The cycle lane on Henley Road is discretionary and cannot be enforced. In order to introduce additional restrictions a Traffic Regulation Order would need to be created. The creation of Traffic Regulation Orders to make any waiting restriction legal is lengthy, expensive and requires statutory consultation. The Council has a twice annual waiting restriction review; Officers consolidate and report requests for new restrictions to start the formal process that could lead to implementation. We are currently receiving requests for our '2017A' programme, for which a report will be produced for the consideration of the Traffic Management Sub-Committee at their meeting in March 2017. I will ensure that Henley Road is added to the report if you so wish.

I find the comment "The cycle lane on Henley Road is discretionary and cannot be enforced" a bit strange, the highway code suggests you should not park in the cycle lane unless unavoidable. As the car is not more than 10 ft from their own drive which has lots of space not sure why then can not be advised not to park there!?
