Huge hole in path several months old

This huge hole has been in the path since at least September. I saw Network Rail staff put these barriers and cone here. Someone could easily break an ankle. The earth that is giving way beneath it is owned by Network Rail I think. I’m pretty certain the path is owned by the council.
