Extremely slippery surface in subway caused cyclist injury

The rubber surface on the cycle lane has become almost frictionless in the wet weather. I was cycling there this morning and after a slight wobble at little more than 5mph, I could not regain my balance as the film of water and other materials on the rubber made the cycle tyres lose all grip. When I eventually got up and tried to pedal my cycle from stationary, the rear wheel just turned on the spot. The adjacent tarmac path did have enough grip to cycle on.
The rubber surface needs to replaced or coated with a high friction substance as a matter of urgency. This applies in other places around Leicester too.

Quick response to say they're looking into it then actually doing nothing at all. Not even a reason why no action taken.

Council too lazy to fix this issue. I guess when they get sued something will happen.
