Abandoned caravan in the car park on gatecombe

There has been an abandoned caravan parked in the car park on the top of gatehouse for almost 3 years now, I’m disabled and walking for me is a struggle, I use this car park as it the closest and safest option for me but with having to park further away due to the caravan taking up and empty space this is causing further issues with my disability not only that the caravan is an eyesore to anyone who lives around here, it has boards for windows, the lock is just a padlock and it doesn’t have a very nice smell either, aswell as posing as a health and safety risk as it’s surrounded with gas canisters which are just left out in the sun and haven’t been moved for years
