Overgrown pavement

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 9369374.
I and others have reported this issue previously where the majority of the pavement is obscured by overgrown bushes from a private residence. Each time the report is closed stating that it does not meet the criteria. I strongly disagree and wish to make a formal complaint about this decision as it clearly breaches the Highway Act. Below is a precis if you need help in establishing what your powers are:
Legal Obligation: Under the Highways Act 1980, owners must ensure vegetation does not endanger or obstruct vehicles, pedestrians, cyclists, or obscure streetlights and signs.
Clearance Standards: Vegetation should be cut back to the edge of the property boundary. Recommended clearance is 2.5m high over footways and a width of at least 1.2m to 2.25m.
Enforcement: Councils can serve notice on homeowners to cut back overgrown vegetation. If the homeowner fails to comply, the council can cut it back and charge the owner for the work.

The hedge is continuing to mature and the pavement is now effectively impossible to walk by without walking on the grass. An inspection cover is also almost completely covered by the hedge which is clear evidence that this has not been maintained for a number of years. How much evidence do you require for the Highways Act to be enforced?
