Illegal parking on the Downs as usual

What's wrong? No visible enforcement or plan for dealing with this issue...or most other Downs issues. Today (Monday eve) there were 7 vehicles parked here on the Downs. Two had covered plates, one had a plate not recognised by DVLA. Two others pictured here. The Fiat's plate is easily verified (action please). If BCC was serious, enforcement fines would pay for an evening enforcement officer to gather evidence. A drone could do most of the work By having no obvious plan or apparent interest in solving the issue, BCC and the current council is complicit in the impunity with which the Downs is treated. And having to spend our money fixing the damage. Put large stones around the entire perimeter and not just puny wooden stakes. Inform visitors of the byelaws and not just the flora and fauna.
