Car parked in turning bay in cul de sac

Car has been left here for months and causing issues for cars to turn around in cul de sac. Delivery drivers tend to have to reverse all the way back up the tight road and blind reverse onto another carriageway.

DOUBLE YELLOWS WOULD BE A GOOD FIX TO STOP THIS.
