I now know who is dumping rubbish on our street!

I've posted here a few times over the past 7 yrs to report dumping of household rubbish.. often stinking waste in torn up bin bags which used to be called fly tipping - An illegal activity that government agencies used to blog about on the beeb using BBC info advertising - along with 'thou shalt not cross the road without looking left-right-then left again' ! I miss 1970s tv info 'mercials' Whilst I've been annoyed enough to report a couple of residents dumping household, white goods and electrical waste on our streets, especially 'under the bridge' and particularly during stinking summer months, I've recently found that this activity is being done, in the main, by landlords between one tenant moving out and a new one moving in...For each landlord this can occur several times per year I understand!
I spoke to one landlord/owner recently and his justification for dumping a double mattress across the road from his development and in front of a neighbours gate was that he didn't want to pay £250+ every time for arranging collection of prior tenant waste! This was a month ago and today his particular development /home conversion is into its 3rd skip of bricks, wood & metals doors, skirtings, glass, window frames, heavy white goods! Presumably whilst he looks like upscaling his 3 bed house into a 10 family multi occupancy dwelling - It's likely that this local tax avoidance scheme will be paid by local home owners - be they starter family homes or the retired who at one time carried the burden of Brent local taxes.
I think it is time for landlords to pay a premium for waste collection in Bren instead of trying to spread the cost of this wanton illegal activity to the rest of us Brent dwellers. Landlords need to figure in waste disposal & refurbishment into their profit & loss accounts - People who rent out granny flats/small homes in this area are effectively companies and their needs should not override that of standard Brent dwellers.
As a basic Brent service user, I don't want to be funding non tax paying landlords who rip my street apart - force me to purchase parking licences, pay excessive bin collection fees purely because Brent Council views remote / overseas landlords as cash cows -v- home owning occupants who cost no more to the LA than a bin collection every other week + a few visits to the local park that is no longer serviced/maintained by a park keeper!
