Overgrown hedge obstructing pavement

The primary pavement for parents taking their children to school is severely overgrown hindering & obstructing the route to the point pedestrians have to potentially walk along the blind corner onto the road. Local authority has a responsibility & duty of care to enforce this and not ignore the report due to danger for pedestrians. As a reminder for the authorities this is the legislation to ensure the hedge is cut back:
Legal Obligation: Under the Highways Act 1980, owners must ensure vegetation does not endanger or obstruct vehicles, pedestrians, cyclists, or obscure streetlights and signs.
Clearance Standards: Vegetation should be cut back to the edge of the property boundary. Recommended clearance is 2.5m high over footways and a width of at least 1.2m to 2.25m.
Enforcement: Councils can serve notice on homeowners to cut back overgrown vegetation. If the homeowner fails to comply, the council can cut it back and charge the owner for the work.
As can be seen the owners have failed to maintain this hedge and the pavement is now less than 25% of its original width as the vegetation has encroached beyond the boundary for some years. This needs to be enforced.
