2 or 3 black sacks of waste have been fly-tipped next to the litter bin. The bin itself has also been filled to full. One of the sacks looked like it might contain waste from DIY decorating. Birds or animals have probably been responsible for ripping open the sacks and spreading loose litter. Thank you
