Aberdare motors leaving cars parked for weeks

Aberdare motors leaving their cars in the street one is right on the bend, cars parked both sides of the pavement so no prams can pass them have to go on road to pass they just leaving the cars there for weeks I have checked they are taxed but they wouldn't have insurance as no trade plate is on them .
