The drain is blocked problem

Hello - Watery Lane which runs alongside my property and for which I have a right of way over has a stream running alongside the lane which goes under Redhill Lane into a pond just by The Fox pub. We believe part of the road above the stream has collapsed and this seems to have blocked one side of the tunnel the stream flows through under the road . In times of heavy rain the stream is not running as it should due to this solid blockage (I cannot get rods through any longer) and I wonder if you can help me please ? The Parish Council suggest it is a Highways issue? I live alone and find it very stressful because the overflowing water gets very close to my house ??. I would dearly love some help please ? photos attached taken 13 March ‘26
