Consistent poor/dangerous/illegal parking

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later. FixMyStreet ref: 9319291.
There has been consistent poor parking along the oval, north road, and tower gardens for the 4+ years I’ve lived here.
The roundabout where the oval, north road, and tower gardens meet is signposted as a roundabout (sign facing tower gardens indicating one way flow) yet consistently has people parking on it, obstructing traffic or restricting the roadway.
Parking on pavements is rife, as is parking within 10ft of a junction, and parking obstructing view of oncoming traffic.
There are several lay-bys provided, which are consistently not full / consistently have spaces.
Illegal, dangerous, or otherwise unacceptable parking *is* the remit of the local councils under Civil Parking Enforcement (which both vale of white horse and South Oxfordshire councils signed up to, removing police powers.
I am requesting semi-regular visits by the council, and enforcement action where dangerous/illegal parking is observed.
