Overgrown tree

There have been several complaints regarding this tree. It has not been pollarded in 3 years. It is overgrown and most of the tree is over my garden, touching my property and will be blocking a substantial amount of light when fully grown. It was supposedly being dealt with but that was nearly two months ago. Please sort ASAP before in full bloom.
