Unpermitted roadworks problem

I am writing to make a pre-application enquiry regarding a Section 50 licence for a small domestic installation at my property in Evenlode, Gloucestershire, GL56 0NN
.
I am hoping to install a home electric vehicle charging point on my private driveway, which sits on the opposite side of the lane from my house (Macs Leap). To connect the charger to my domestic electricity supply, I would need to install a short run of armoured ducting beneath the road surface.
The lane in question is unclassified and is a no-through road serving only two residential properties. Traffic is therefore extremely limited.

Before proceeding with a formal Section 50 application, I would welcome the opportunity to discuss the proposal with a member of your team — in particular to understand whether this type of installation is likely to be acceptable in principle, and any specific requirements you would have regarding the ducting specification or road reinstatement.
