Cycle racks falling over (and installed at wrong angle vs pavement)

The "Sheffield" cycle stands here are falling down, because the surface to which they are bolted is not solid enough. Concreted-in stands would clearly be a better solution. The stands are also installed virtually at right angles to the pavement, which means when a bike is parked on the stand it completely blocks the pavement. If the stands were fitted at say 45 degrees to the pavement there would be some remaining space for pedestrians and people getting into/out of parked cars.
